Outlines of validation and verification procedures are as followings.
Validation Process for CDM project
PPD (Project Design Document), submitted by PP (project participants), is posted on the UNFCCC website for public comment. All comments received are taken into account to define final opinion and validation report.
A review of data and information to verify the correctness, credibility. Cross checks between information provided. A review, based on the approved baseline and monitoring methodology being applied.
Interviews with relevant stakeholders in the host country and personnel of PP in order to crosscheck the information between provided document and interviewed stakeholders.
If all the check points for validation provided by CDM EB are cleared, proposed CDM project assessed as valid by DOE and validation report with positive validation opinion is prepared.
In case of positive validation opinion, validation report is submitted to CDM EB (Executive Board) via UNFCCC website to request for registration of the proposed CDM project .
Verification Process for CDM project
Review of data and information, the monitoring plan etc. If monitoring plan is deviated from the registered monitoring plan or the monitoring methodology, assess the cause of difference and submit necessary document to PP or CDM EB .
IF the monitoring report is not deviated from the provisions of CDM EB, the monitoring report is available for public via the UNFCCC CDM website.
Interviews with relevant stakeholders in the host country and personnel of PP in order to assess implementation of the CDM project compared with registered PDD, information flows for monitoring parameters, GHG reductions calculation and monitoring method etc...
If all the check points for verification provided by CDM EB are cleared, GHG reduction amount is certified by DOE and the validation and certification report is prepared.
Submit verification, certification report and request issuance for CER (Certified Emission Reductions) to CDM EB via the UNFCCC website.
